PFAS and PPWR: What Do the New EU Regulations Mean for Food Packaging?

The European Union continues to strengthen its environmental and food safety legislation through the introduction of the Packaging and Packaging Waste Regulation (PPWR). As part of this regulation, new requirements concerning PFAS (Per- and Polyfluoroalkyl Substances) in food contact packaging will begin to apply from 12 August 2026.

What is PPWR?

The Packaging and Packaging Waste Regulation (PPWR) is the European Union’s new legislative framework for packaging. Its main objectives are to:

* Reduce packaging waste

* Increase recyclability and the use of sustainable materials

* Support the circular economy

* Improve the safety of packaging materials used in contact with food

The regulation introduces stricter requirements for packaging manufacturers and suppliers serving the European market.

What are PFAS?

PFAS (Per- and Polyfluoroalkyl Substances) are a large group of synthetic chemicals known for their resistance to water, grease, and high temperatures. Because they degrade very slowly in the environment, they are often referred to as “forever chemicals.”

Scientific research has shown that certain PFAS compounds may accumulate in the environment and pose potential risks to human health. For this reason, the European Union is introducing stricter restrictions on the use of PFAS, particularly in food contact materials.

What Does This Mean for Packaging Manufacturers?

With the implementation of PPWR, European customers are increasingly requesting evidence that packaging materials comply with the new PFAS requirements.

As a result, manufacturers exporting to the EU may be required to provide laboratory test reports, declarations of compliance, and supporting technical documentation demonstrating that their products meet the applicable regulatory requirements.

Demand for PFAS testing is expected to increase significantly across the packaging industry as the regulation comes into force.
